Start Year: 2013-01-01
Provision: 613224.00
Donor: DFAT
Background: Kiribati's coastal fisheries, traditionally small-scale and locally managed, are facing growing pressures due to rapid population increase. Declining populations of fish like goatfish, clams, and bonefish are evidence of this strain. In response, the government prioritized Community-Based Fisheries Management (CBFM) in 2013. A subsequent pilot project, involving multiple organizations and funded by Australia, was launched to test CBFM on two islands. The pilot project successfully engaged five communities in developing CBFM plans. These plans, supported by local leaders, emphasize sustainable practices like banning harmful fishing methods. The project enhanced community knowledge of fisheries and empowered leaders. Its success has inspired widespread adoption of CBFM across Kiribati, with over 40 communities now participating. This grassroots movement has also influenced national fisheries policies to incorporate CBFM principles.

The proposed activities will specifically focus on the first three elements of an EWS, namely (i) building disaster risk knowledge, (ii) detection, monitoring, analysis and forecasting of the The specific objective of this concept is to enhance Kiribati’s NMHS capacity for impact-based forecasting of coastal inundation in Betio and Bairiki, South Tarawa. Evolving from marine weather forecasts and warnings to multi-hazard impact-based forecast and warning services for coastal areas represents a step change in service delivery for the Kiribati NMHSs. Vulnerabilities will be assessed using physical parameters such as backshore elevation, beach slope and reef width in conjunction with the tidal range and mean wave height. At the end of the project, the impact of the total water level expected at the beach near a community will drive the messaging (location specific multiple hazards and vulnerability), rather than the offshore wave height or state of the tide in itself (distant hazard only). This will allow island communities to take appropriate mitigating actions to ensure their safety and protect their property.
